Ministerial conference and youth event in Murmansk

DSC_8426_150x71The Barents Euro Arctic Working group on Youth Policy was in charge when a ministerial conference and a youth event with the title “The Barents Region- a region attractive for young people” was arranged in Murmansk 23rd and 24th of September in Murmansk.

The youth event prior to the ministerial conference discussed the themes for the conference and also youth cooperation in the region in general. What challenges do we face and what areas will be important for the future. 

 The theme main themes for the conference was
a)     Mutual understanding among the young people of Barents region
 
b)     Involvement of young people in socio-economic development of the Barents region
 
c)     Youth participation and role of youth organizations in the development of society Environmental challenges in the Barents Region

There were four keynote speakers
Mrs. Laila Dalhaug, Deputy head of The Norwegian Barents Secretariat that gave a presentation about the Barents Secretariats experience in international youth work.
The role of youth in social-economic development of Barents Euro-Arctic region was presented by Mr. Rudolf Ter-Sarkisov, general manager on projects, “Gazprom dobycha shelf”.
The Barents Regional Youth Council presented their work and the result and declaration from their event reACTion that took place in Arkhangelsk earlier in September. They also presented a new initiative called The Barents Reggae, Rock and Rights tour.
The heads of the delegations was Olli Saarela from the ministry of Education in Finland, Lotte Grepp Knutsen from the Norwegian Ministry of Children end equality in Norway, Annica Dahl from the Swedish Ministry of Integration and Equality and Boris Gusev from the Ministry of Sport, tourism and youth policy of the Russian federation. They all showed their support to the work of the working Group on Youth Policy, the Barents Youth cooperation office and the regional structures.
 The member states of the BEAC present at the Conference of Ministers responsible for youth policy, Murmansk 24th September 2009 agreed to: 
·         Support the cooperation between child and youth groups and non-governmental organizations working with and for children and young people in the region.
·         Support the Barents Regional Youth Council and invite them to contribute to the work of the Working Group on Youth Policy.
·         Mandate the Working Group on Youth Policy to develop a new Plan of Action based on the general observations and conclusions from this document.
·         Recommend to the Barents Euro-Arctic Council and the Regional Council to investigate, in consultations with their working groups, to establish one common working group responsible for promoting youth cooperation in the region.
·         Recommend the Working Group on Youth Policy to cooperate closely with other working groups of the Barents Euro-Arctic Council and the Barents Regional Council, especially the working groups on Environment, Health and Related Social Issues, Education and Research and on Culture.
·         Ask the countries who have established the Barents Youth Cooperation Office to find necessary funds and administrative methods to secure the continuation of the BYCO.
·         Invite the relevant ministries in the Barents Euro-Arctic Council as well as the relevant regional authorities of the Regional Council to make budget appropriations for the support of multilateral activities and projects involving children and young people in the region.
